So now that iOS 9 can be jailbroken a lot of jailbreakers have a choice. Do you update you devices from iOS 8 to iOS 9? Well right now I personally would say hold off. Most tweaks will require a update and the developers have not had time to do so. So a lot is broken. But over time everything will be updated to support iOS 9.
